Endangered

Recent rumours of imminent widespread cuts to bus services that are subsidised by Hampshire County Council appear to be true. The Hants Bus Blog has received confirmation from insiders at Xelabus indicating that major cuts are on the way to their public services.

Now they've officially registered the complete withdrawal of the following services:

  • X8 Eastleigh-Boyatt Wood. This means Boyatt Wood will have no public transport on Sundays and bank holidays from 28th August.
  • X17 Eastleigh-Petersfield. This ends a historic bus link between Bishops Waltham and Petersfield via the Meon Valley. For decades, the old 52 route ran several times a day all the way from Southampton to Petersfield, before it was severed at Bishops Waltham, with the Southampton end now living on as Xelabus X10. The route east of Bishops Waltham was eventually cut back to the current situation, where it runs just one return journey a week and continues through to Eastleigh. There's nothing left to cut other than the route itself, which will cease on 31st August. Hampshire County Council says it is currently paying a subsidy of £7.88 for each passenger journey on this service.
  • X6/X7 Eastleigh-Hiltingbury. This is the successor of what was once a high frequency (every 15 minutes) service between Eastleigh, Fryern Hill, Chandlers Ford and Hiltingbury, with occasional attempts to also serve Valley Park. These routes will be withdrawn on 3rd September, leaving Fryern Hill with no buses at all, Hiltingbury with buses only to Winchester (and they are also endangered, see below), and Chandlers Ford with no buses to Eastleigh although it does have an hourly train service. Velmore will apparently be served by an extended X4, but for how long, who can say?


Hampshire County Council have been consulting (quietly - have they already made up their minds?) on other cuts, and the information pack provided as part of that consultation identifies the other subsidised routes in our area that are also endangered. Here are selected lowlights:


  • Xelabus X15: Eastleigh-Hamble is apparently also to disappear, but this has yet to be officially registered as withdrawn. Bluestar 3 covers most of the route between Eastleigh and Hedge End, but its withdrawal would leave Lowford, Netley and Hamble with no direct public transport link to the rest of Eastleigh Borough.
  • Stagecoach E1/E2: Eastleigh-Winchester. This route has been passed around all of our region's operators since Bluestar decided it was no longer commercially viable. The E1's route is largely covered by Xelabus X9 and Stagecoach 69, however access to the Royal Hampshire County Hospital would suffer greatly if these routes were to go. You can of course catch a (heavily subsidised) train directly between Eastleigh and Winchester.



  • First Solent 11: Fareham-Clayhall. Already the timetable, Mon-Sat daytimes between the peaks only, is so restrictive as to make this route only of use to a very narrow section of the population. Expect it to go, leaving several areas of Gosport without bus services:
  • First Solent 20: Fareham-Wickham. Cutting this would leave Funtley and Knowle without public transport, while Stagecoach 69 continues to serve Wickham.
  • First Solent 21: Fareham-Hill Head. Cutting this would leave Hill Head and Peel Common inaccessible by bus. It already only runs every 2 hours, 6 daytimes a week.
  • First Solent 28/28A: Fareham-Whiteley. Cutting this would cut Whiteley off from public transport completely. Each passenger journey currently costs Hampshire County Council £3.83 in subsidies.
  • First Solent F3: Fareham-Portchester. Currently operates Wednesdays only, for the benefit of serving Dore Avenue in Portchester, which would otherwise have no public transport.
  • First Solent 27: Rowlands Castle-Emsworth. Axing this would leave New Brighton and Denvilles cut off from public transport. Rowlands Castle would lose all its public buses and be left with just its railway station.


  • Bluestar 6 Southampton-Lymington. Partly operated commercially, so unlikely to disappear completely for now. Expect a cut in frequency.
  • More 112 Hythe-Lymington. The timetable has been slashed back so much over the years that this route is no longer much use to anyone, running only a couple of days per week. Expect it to disappear, especially considering that it costs Hampshire's taxpayers £3.58 per passenger journey. End-to-end journeys can still be done via a connection in Totton. Beaulieu can be reached on the New Forest Tour in the summer, but will be cut off for the rest of the year.
  • More 125 Christchurch-Ringwood. Currently runs three days a week, but costs Hampshire taxpayers £4.79 per passenger journey, so expect it to be withdrawn pronto, cutting off many New Forest villages from public transport.
  • More 119 Lymington-New Milton. Eye-wateringly high single fares and restrictive operating hours mean it's mainly pass holders using this service, which along with the 191 and 193 services costs the Hampshire taxpayer £4.07 in subsidies each time someone steps aboard. Much of these routes is already covered by More X1 and X2. Withdrawal expected.
  • Bluestar H1/H2 Hythe local services. Once upon a time this was the high-frequency 36/37 minibus route, but has been gradually cut back over the years. Many areas already served by Bluestar 8 and 9. Currently three days a week, costing the Hampshire taxpayer £6.30 per passenger journey. Expect it to disappear.
  • Bluestar T3/T4 Totton-Cadnam. Once part of the Totton Link group of services, now a shrivelled rump running just two days a week, costing the Hampshire taxpayer £6.30 per passenger journey. Expect it to disappear, leaving all areas it serves west of the A326, including Cadnam, cut off completely. Cadnam had a daily commuter service to Southampton as recently as 2015
  • More X2 Lymington-Bournemouth. Partly operated commercially, so unlikely to disappear completely for now. Expect a cut in frequency.


  • Bluestar 35 Romsey-Braishfield. Not much scope to cut this back any further without completely cutting it, leaving Braishfield with no public transport.
  • Bluestar 36 Romsey-Lockerley. Twice weekly shoppers' service costing Hampshire taxpayers £50.25 per passenger journey. It'd be cheaper to send each passenger in their own personal taxi. A dead cert for the chop.
  • Bluestar 39 Romsey-Nomansland. Thrice weekly shoppers' service, partly funded by Wiltshire but costing Hampshire taxpayers £9.80 per passenger journey. If Wiltshire won't cough up more, it won't last.
  • Salisbury Reds X7R Southampton-Romsey-Salisbury. The subsidy here is only for the Romsey to Salisbury section and Wiltshire chip in too, bringing the subsidy cost for Hampshire taxpayers down to 43p per passenger journey. Should just about survive. At the very worst, X7R journeys would be replaced with standard X7 not via Romsey.


  • Stagecoach 46 Winchester-North Baddesley. This used to run frequently all the way into Southampton, but was first cut back to the General Hospital, then to North Baddesley, and the frequency has been slashed to just a few times a day. Costing the taxpayer £10.79 per passenger journey, cuts are inevitable even though some journeys are commercially operated.
  • Stagecoach 63 Winchester-Owslebury. Only runs two days a week, but still costs Hampshire taxpayers £10.16 per passenger journey. Expect it to be replaced by a taxishare.
  • Stagecoach 67 Winchester-Petersfield. Partly commercial, but the subsidised journeys cost Hampshire taxpayers £4.09 per passenger journey, so expect them to be cut. Only 4 full return journeys run on weekdays currently.
  • Stagecoach 95 Winchester-East Stratton. Shoppers' service to Micheldever 2 days a week. Costs the Hampshire taxpayer £10.02 per passenger journey. Expect it to be withdrawn and possibly replaced by extending the existing taxishare service.

      Yes we are possibly looking at something to replace the x6/x7 either fully or in part and are currently in talks with HCC.
      It would have to be something that would be commercially viable to us though and without any funding from HCC it is unlikely we would be able to proceed.

      There is a couple of options we are looking at and these would have to operate in the same way as our 13a/14 one bus and driver on the route all day model.

      Operate the route as currently this would be on a 2 hourly frequency with an hour taken out at lunch for driver break (4return journeys). Looking at data the part between Fryern Arcade and Hiltingbury is not very well used and the 2 hourly frequency would probably lose regular customers from the more profitable parts of the route.

      Operate between Eastleigh and Fryern Arcade only. This would allow an hourly frequency over the most profitable parts of the route for most of the day (1hour break at lunch) all via Leigh Road not Barton Peveril. In our experience this is what customers prefer and has worked well on 13a & 14.

      Give it a week or so and we will be in a better position to determine a decision but we need to gather more data first.

  2. Gareth Blair has posted the service withdrawals on a local community its group but someone deleted the comments and he mentioned X15 and X17 withdrawn due to lack of passenger numbers which had not picked up to previous covid levels.

    X9-X10 Reduced to every 2 hours.

    Indeed 2 new double deckers for the X4

    1. When I last rode on the X17 (22 June), nearly every seat on the bus was occupied. There were, however, very few fare-paying passengers.

  5. Here are my predictions on the fate of each HCC subsidised bus route listed above:

    Eastleigh
    - E1/E2: The E1 probably faces more of an existential threat than the E2 since all of its route is also covered by other services. The E2 has a short section between Allbrook and Otterbourne not covered by anything else, therefore I could see the E1 axed altogether while the E2 remains.

    Fareham
    - 11: I remember before the busway was built, this was once the main, high-frequency route from Fareham to Gosport. Since a potential withdrawal would leave several urban areas unserved, maybe it might be a better idea to split some Eclipse busway journeys into a new E3 route which go via the current 11 route south of Holbrook.
    - 20: Likely to be withdrawn completely. The 69 could divert to cover this route, as its current route via Wickham Road serves nothing apart from a few isolated dwellings. Things might change though depending on how the proposed new town of Welborne develops.
    - 21: Probably likely to stay but reduced to a weekday-only service.
    - 28/28A: I can't see this being withdrawn as Whiteley is doubling in size. In fact, this would be a perfect opportunity to extend the route to serve the new development next to the railway line, since it would encourage new residents to develop green travel habits. It's then only a short distance to Botley so could be further extended there, ironically replicating the former 26 route.
    - F3: Might as well stay. As a once-a-week service serving a large housing estate, there's not much else that can be done with it bar withdrawal.
    - 27: Could be curtailed to run only as far as New Brighton. Rowland's Castle can manage fine with one train per hour

    New Forest
    - 6: Unlikely to be withdrawn as it is a vital link through the forest, and the only bus to serve Lyndhurst all year round. The worst I can envisage is this route dropping down to a 2-hourly frequency during the winter months.
    - 112: A difficult one as withdrawing it would leave Beaulieu with just a tourist service during the summer months without ENCTS concessions valid. Maybe it could run during the winter when no other service exists, while the New Forest Tour allows free travel for ENCTS pass holders whenever it operates.
    - 125: Same as the 112 really.
    - 119: Not much point in it continuing. All villages served already have a more frequent bus service.
    - 191: Tricky, as it does serve areas inaccessible by bus, but then if there isn't a case for keeping the 119 and 193, there isn't much point in retaining this either.
    - 193: Mostly covered by the X1 route, so can see total withdrawal.
    - H1/H2: Complete withdrawal likely, as most roads it serves are within walking distance from the 8 and 9 routes.
    - T3/T4: Not much point in these staying, especially if Mini Link route 5 ever returns.
    - X2: Same as the 6 really, I can't see this ever going for the chop as it provides an important link through New Milton and interworks with the X1. I can however see a case for it along with the X1 being reduced to 2-hourly (combined hourly) all day during the winter months.

    Romsey
    - 35: Might just about hang on, but then it is probably cheaper to provide an improved footpath from Braishfield to Abbotswood/Hilliers now that the 66 goes that way.
    - 36: £50.25 per passenger journey? I'm surprised the council don't already run a taxishare from Dean and Dunbridge stations instead of this.
    - 39: Another dead cert really. Folk from Nomansland can walk to the X7 stop in Landford. Wellow can continue being served by once-a-day extensions of Bluestar 5.
    - X7R: As this interworks with the X7 and subsidy is minimal, I don't think this will be going anytime soon.

  6. Winchester
    - 46: Now a totally bizarre route since it stopped serving Southampton altogether. This would probably be better off as a Chandler's Ford circular connecting Valley Park and Hiltingbury with Fryern Arcade as a partial replacement for the X6/X7, with North Baddesley, Hursley and Winchester withdrawn.
    - 63: A hefty subsidy, so probably best off left to a taxishare.
    - 67: HCC Subsidised journeys will probably get withdrawn, but the commercial ones continue.
    - 95: Withdrawal is a no-brainer really if the taxishare already exists.

  7. 28 and 28A is getting a boost via developers contributions once Winchester's Whiteley Town Council & I think it's Curbridge town council get their act together 're bus shelters!

    Southampton Mini Link operate bus services 13A City Centre - Harefield & 14 City Centre - Chartwell Green.
    We are a locally owned and managed business providing bus services for the community.
    From September 22 we would like to expand our popular bus services to Eastleigh & Chandlers Ford following another operator withdrawing services in the area following local authority funding ending.
    Without any local authority funding these services are very difficult to operate on a commercially viable basis. However we propose an experimental service for a six months trial which we hope will become well used and will be able to operate on a fully commercial basis in the future. To do this we need the support of the local community and are asking people to make a small donation to help cover the costs of the six month trial period.

    Important Information about changes to our services from the end of August 2022
    The contracts for a number of Xelabus services are due to expire shortly and given the rising costs of operating bus services, and lower passenger numbers since the pandemic, we can no longer operate them within the funding that is available.



    As a result we have made the difficult decision to make changes to our local bus services.



    The X6, X7, X8, X15 and X17 will all be WITHDRAWN.

    The X9 and X10 will operate to a new timetable

    The X4 service will be extended from Eastleigh Bus Station to Velmore.



    Detailed changes are as follows :

    Service X4 – from Monday 5th September 2022

    This service is not changed except it will be extended to Velmore Estate and will be HOURLY Monday to Saturday with brand new Euro 6 double deck buses. Sunday and Public Holiday service will be WITHDRAWN



    Service X6/X7 – Last day will be Saturday 3rd September 2022

    This service will be WITHDRAWN but the section of route between Bus Station and Velmore will be covered by the Service X4 via Leigh Road. The Sunday and Public Holiday service will also be WITHDRAWN.



    Service X8 – Last day will be Monday 29th August 2022

    This Sunday and Public Holiday service will be WITHDRAWN



    Service X9/X10 – from Monday 5th September 2022

    This service will now operate EVERY 2 HOURS Mondays to Fridays only. There will be NO SERVICE on Saturdays or Sundays. The X9 will no longer be extended to and From Barton Peveril College



    Service X15 – Last day will be Friday 2nd September 2022

    This service will be WITHDRAWN. For Fair Oak, Horton Heath, Boorley Green and Botley please refer to Bluestar Service 3.



    Service X17 – Last day will be Wednesday 31st August 2022

    This service will be WITHDRAWN.



    Service 407 – from Monday 5th September 2022

    This service will be changed to operate direct from Bishops Waltham to Lower Upham and Fair Oak to the College



    Service 408 – from Monday 5th September 2022

    This service will be changed to operate from Bishops Waltham to Durley, Horton Heath, Colden Common to the College.



    New timetables will be available w/c 1st August 2022.

  15. On the X2, only the Walkford bit (between Highcliffe and New Milton) is subsidised, so I reckon this is deminimis.

    X7R is subsidised north west of Romsey (it is the old 34).
